Kính thưa Ông Cảnh Sát Trưởng,

Tôi ký tên dưới đây là Nguyễn Hùng, cư ngụ tại 14362 Bushard St. Space 93, Westminster CA 92683 viết thư này để báo cáo sự việc âm mưu tấn công tôi ngay tại phiên họp điều trần thường lệ của cư dân tại hội đồng thành phố Westminster.

Tôi xin tóm tắt sự việc như sau: Là một nhà báo tôi từng cộng tác và viết nhiều bài báo cho nhiều cơ quan báo chí Việt Ngữ trên 30 năm cũng như được các báo địa phương như OCRegister, Los Angeles Times phỏng vấn nhiều lần.

Là cư dân của thành phố Westminster trên 40 năm tôi rất yêu mến quý vị dân cử và sở cảnh sát Westminster. Tôi đã từng phát biểu, viết thư cho các dân cử nhưng chưa bao giờ phàn nàn hoặc chỉ trích bởi vì những thành tích tốt đẹp trong quá khứ mãi cho đến năm 2019. Từ ngày một nhóm nghị viên do cựu Thị trưởng Trí Tạ cầm đầu lập một nhóm tôi gọi là Gang-of-Three, nhiều cư dân Westminster cũng có suy nghĩ như tôi. Ngày nay, ông Trí Tạ đã không còn nhưng ông Charlie Chí Nguyễn thay thế. Không những họ lập ra nhóm “Gang-of-Three” mới mà họ còn lộng hành bất chấp luật lệ sinh hoạt thiếu dân chủ, độc tài và bịt miệng cư dân (từ 5 phút phát biểu còn 3 phút) kể cả tiếng nói báo chí như tôi. Nhóm Gang-of- three mới còn công khai ra mặt tiếp cận và không dấu diếm sự quan hệ đặc biệt giữa họ và nhóm Liên Minh Dân Tộc Việt Nam tiếng Anh tên là Alliance of Vietnamese People (AVP). Nhóm này được trá hình dưới nhiều hình thức và vỏ bọc để lừa bịp những cư dân đặc biệt là cực đoan chống đối chính phủ Việt Nam.

Điều lo sợ của tôi đã thật sự khi nhóm hội Alliance of Vietnamese People bắt đầu công khai xuất hiện trong phiên họp ngày 8-2-2023 và ngày 22-2-2023 tôi đã bị tấn công. Lần đầu tiên ngày 8-2-2023 xuất hiện họ muốn gửi một lời đe dọa ngầm “nếu tôi không im tiếng thì sẽ có hành động cụ thể tiếp theo đó?” Thật đúng như suy nghĩ của tôi, chiều 22-2-2023 họ đã công khai tấn công tôi. Không biết những người khác chống đối họ có phải vì sợ bị hành hung khi thấy băng đảng Mafia này xuất hiện nên không đến khiếu nại như những lần trước?

Căn cứ theo video của thành phố, tôi đã phát biểu vào phút thứ 15.24 https://youtu.be/XDP7RQjmApU. Sau đó tôi ra về trước vì tôi linh tính có chuyện sẽ không hay cho tôi. Sau khi phát biểu tôi về ghế dành cho báo chí thì ngay lập tức tôi đã bị một nhóm người mafia này đã nhục mạ bằng lời lẽ bất nhã vô giào dục qua điện thoại cầm tay của họ. Thậm chí họ gọi tôi là cộng sản. Những hành động lỗ mãng và công khai nhục mạ tôi ngay tức thì đã bị cảnh sát Westminster can thiệp. Tôi xin gửi lời cám ơn nhân viên cảnh sát đã khuyến cáo họ chấm dứt trò dơ bẩn thiếu văn minh trong đất nước dân chủ Hoa Kỳ cũng như sự lộng hành có bao che làm mất trật tự của phiên họp.

Ngay lập tức tôi quyết định ra về vì nghi ngờ họ sẽ tấn công khi phiên họp chấm dứt tại nơi đậu xe. Sự lo ngại của tôi không phải là vô căn cứ và đúng như tôi dự đoán. Khi tôi mở cửa phòng họp ra về, tôi vừa bước ra khỏi hội trường thì một người thuộc tổ chức LMDTVN (AVP) đã dùng lối đi khác bước ra trước và chặn tôi lại hành lang bên ngoài hội trường. Tôi không biết tên người này và chưa hề quen biết. Trong trang mạng của thành phố Westminster nghe giới thiệu là Doan Ly. Nhưng có người cho biết tên thật là Ẩn (Không rõ họ và phụ trách IT của tổ chức LMDTVN – AVP)

Lúc đó khoảng 7.30 pm. Ông ta đã bước về phía tôi và hỏi: “Ê Nguyễn Phương Hùng lúc nãy mày nói gì sếp tao Nguyễn Hữu Chánh” (Về nội dung lời phát biểu của tôi thì Chief Darin Leyni đã có bản sao tôi gửi hôm thứ Ba 21-2-2023.)

Tôi không trả lời và tiếp tục đi ra cửa thì ông ta nhảy sấn tới đến giơ nắm tay định tấn công tôi. Anh ta cao khoảng 6’7” và nặng ước chừng 170 lbs so với tôi cao 5’3’’ và nặng 138 lbs. Tôi năm nay 78 tuổi và lẽ dĩ nhiên yếu đuối, nên theo phản ứng tự vệ tôi la thật to “Cứu, cứu, cứu”. Tôi nghĩ Cảnh sát trưởng Darin Leyni và mọi người bên trong phòng họp nghe tiếng kêu cứu của tôi, nên cảnh sát đã kịp thời ngăn chặn sự việc. Tôi khẳng định ông này thuộc tổ chức

Hôm nay tôi viết thư để báo cáo cảnh sát diễn tiến tối 22-2-2023 và mong chờ sự bảo vệ tính mạng. Từ hôm nay và về sau nếu tôi bị thanh toán thì người đầu tiên cảnh sát cần điều tra chính là Thị trưởng Charlie Chí Nguyễn và nhóm AVP. Vì niềm tin vào công lý và hòa bình an ninh cho thành phố nên tôi đã bỏ phiếu ủng hộ dự luật “Y” trong cuộc bầu cử ngày 8 tháng 11 năm 2022 để giúp thành phố Westminster không bị phá sản và thêm ngân khoản để tăng cường nhân sự cho cảnh sát Westminster.

Thiển nghĩ tôi đã làm đúng khi ra hội đồng thành phố đặt những thắc mắc mà tôi cho là thành phố và các nghị viên không minh bạch. Không phải vì tôi là nhà báo mà tôi nghĩ bất cứ một người nào sống trong bất cứ thành phố nào tại Hoa Kỳ cũng có quyền nói lên suy nghĩ của mình. Hoa Kỳ là một nước trọng pháp và tôn trọng ý kiến của công dân nên ai cũng đều có quyền tham gia các chương trình nghị sự như vậy. Tôi không sai mà người định tấn cộng tôi mới chính là sai khi ông ta đã toan hành hung tôi. Sau đó trong phần phát biểu của ông ta, ông ta lại đề cập đến tôi. Theo luật mà chính ông Thị trưởng Charlie Chí Nguyễn cũng như luật sư Chritian Bettenhauser đã nhắc nhở trước và trong phiên họp mọi người không được nói xấu cá nhân khác và chỉ nói việc liên quan đến thành phố Westminster mà thôi. Ai cũng biết tinh thần của phiên họp của thành phố là đạo đạt ý kiến hoặc khiển trách nếu có là để nhắm vào công việc thành phố và hội đồng nghị viên mà thôi. Vậy mà người của tổ chức AVP thân cận của Thị trưởng và Phó Thị trưởng đã lợi dụng buổi họp ngày 22-2-2023 của hội đồng thành phố để nhục mạ tôi trước công cộng trong khi tôi không phải là dân cử hay là người của công chúng.

Ông Doan Ly đã sai thì khi xem lại video quý vị sẽ thấy hội đồng thành phố lại sai hơn nữa khi để cho một cư dân nhục mạ cư dân khác ngay tại diễn đàn mà Thị trưởng Charlie Chí Nguyễn và luật sư thành phố đều không ngăn cản để ông này hiểu rằng ông ta có quyền vu khống và nhục mạ người khác với sự ngầm đồng ý của 2 người có thẩm quyền nhất trong buổi họp? Tôi và nhiều người từng bị luật sư và Thị trưởng ngăn chặn hoặc không cho nói về người khác nhất là khi tôi tố cáo Phó thị trưởng Namquan Nguyễn. Như trường hợp tôi phát biểu trước đây, mặc dù tôi có trong tay bản án tòa của Phó Thị trưởng Namquan Nguyễn. Đính kèm video https://youtu.be/XDP7RQjmApU (phút 1.31.00) sau khi tôi đã ra về, thành viên AVP này đã dùng diễn đàn trong phiên họp của thành phố ngày 22-2-2023 tấn công tôi bằng sự bịa đặt và vu khống tôi là cộng sản cũng như làm việc cho đảng Cộng Sản Việt Nam để phá hoại sự đoàn kết của cộng đồng người Việt ở Hoa Kỳ và một cư dân khác vắng mặt (cô Candy.) Điều buồn cười là tố cáo phụ nữ này cũng là cộng sản mà anh ta cũng không biết rõ lý lịch và nơi cư ngụ tên họ ngoài màu sắc của áo đầm cô ấy mặc.

Vì vậy hành động tấn công tôi cũng như những lời vu cáo bịa đặt không bằng chứng cho thấy rõ ràng nhóm AVP cố tình muốn triệt hạ tôi có kế hoạch.

Về việc vu khống tôi là cộng sản và làm việc cho cộng sản thì tôi chỉ nói để cảnh sát hiểu rõ ngọn ngành vấn đề. Tôi không nhờ cảnh sát giải quyết mà tôi sẽ nhờ đến tòa án phân xử. Tôi chỉ mong cảnh cảnh sát lưu ý trong trường hợp tôi bị ám hại thì Thị trưởng Charlie Chí Nguyễn và ông Nguyễn Hữu Chánh (AVP) là đối tượng quý vị cần điều tra. Xin đính kèm thư tôi gửi cho Giám đốc (Christine Cordon) và luật sư (Christian Bettenhauser) thành phố than phiền về sự cố tình bao che của Thị trưởng và luật sư.

Riêng đối với tôi thì ông ta (Doan Ly?) đang thi hành một mệnh lệnh của ai đó và việc vu khống này rất ăn khớp với hành động khi chặn lối đi ra của tôi. Ông ta đã gửi thông điệp cho nhóm Alliance of Vietnamese People và những người chống cộng sản tại Hoa Kỳ tôi chính là người cần phải triệt hạ. Sở dĩ tôi nói đây là kế hoạch có chủ trương bởi vì hành động toan hành hung tôi rất trùng hợp với sự kiện ngày 11-9-2019 thành phố Westminster đã thông qua Nghị quyết # 4953. Nội dung của Nghị Quyết (vui lòng xem hình 6, 7, 8 đính kèm) trong đó đã có quyết định khuyến khích những người Việt chống cộng sản cực đoan cư ngụ trong thành phố Westminster và Hoa Kỳ cần có thái độ để nói lên quyết tâm loại trừ những người mà họ cho là thân hoặc làm việc chính phủ Việt Nam (ám chỉ tôi?). Lúc đó tôi đã định làm đơn thưa thành phố Westminster nhưng theo lời khuyên của luật sư cố vấn không nên vì nghị quyết 4953 không nêu đích danh tôi. Cho đến hôm nay sự kiện chiều 22-2-2023 vừa qua đã cho thấy nhóm AVP bắt đầu lộ rõ những âm mưu có kế hoạch (xem quyết định 1 và 2 của Nghị quyết 4953) mà không cân che đậy

Tôi mạnh dạn viết lời tố cáo này vì tôi trước hết cảm thấy tính mạng tôi chính thức đã bị đe dọa. Mặc dù Hoa Kỳ có luật Senior Citizen Protection Law nhưng tôi không an tâm nếu họ âm mưu tấn công lén. Mặc dù, tôi vẫn tin vào luật pháp công minh của nước Mỹ nói chung và thành phố Westminster nói riêng, nhưng làm sao đề phòng những kẻ núp trong bóng tối? Hơn nữa tuy là một công dân được nhập tịch không phải người Mỹ chính gốc. Tôi tuy chỉ là một người Mỹ gốc Việt nhưng tôi đã tuyên thệ khi nhập quốc tịch Hoa Kỳ là sẽ bảo vệ đất nước này cho nên tôi thiết nghĩ “Bao che không tố cáo tôi phạm cũng là đồng lõa với tội phạm” nên tôi thấy cần lên tiếng. Tôi xin gửi một ít tư liệu nói về ông Nguyễn Hữu Chánh và tổ chức của ông là một đe dọa cho an ninh chung của cộng đồng. Nhất là những người bất đồng chính kiến không theo tổ chức AVP hoặc chống đối ông cũng sẽ bị lên án là cộng sản như tôi. Họ lợi dụng nghị quyết 4953 để thanh toán những người đối lập chăng? Ngoài tôi nhà báo Khải Đào cũng là mục tiêu mà chúng đã hăm dọa. Tên tổ chức mới AVP của ông Nguyễn Hữu Chánh chỉ là vỏ bọc che đậy kiểu bình mới rượu cũ nhưng thực chất vẫn không thay đổi.

Tôi cam đoan tất cả lời khai trên của tôi là thành thật và tôi tin chắc vì sự kiện đã xảy ra trong hành lang bên ngoài phòng họp nhưng vẫn thuộc phạm vi của hội đồng thành phố nên tôi tin rằng nơi này cũng có gắn máy video thu hình. Đó là lý do tại sao bên trong mọi người nghe kêu cứu của tôi. Hãy nhớ rằng Không ai có thể ngồi xổm lên luật pháp.

Subject: Assaulted at Westminster City Council on the evening of February 22, 2023

Dear Mr. Chief of Police, Westminster

The undersigned is Nguyen Hung, residing at 14362 Bushard St. Space 93, Westminster CA 92683 am writing to report a plot to attack me at a regular resident hearing at Westminster city council on the evening of Feb. 22, 2023.

I would like to summarize the facts as follows: As a journalist, I have collaborated and written many articles for many Vietnamese-language press agencies for over 30 years as well as being interviewed many times by local newspapers such as OCRegister, Los Angeles Times…

As a resident of the City of Westminster for over 40 years, I like elected officials, employees and the Westminster police department. I used to speak, write letters to the elected officials but never complained or criticized because of the good achievements in the past until 2019. Since a group of parliamentarians led by former Mayor Tri Ta when he first started a group I called the Gang-of-Three, many Westminster residents thought the same way I did. Today, Mr. Tri Ta is gone, but Mr. Charlie Chi Nguyen has stepped up and replaced him. Not only did they create a new “Gang-of-Three” group, but they also acted in defiance of the undemocratic, dictatorial living laws and silenced residents (from 5 minutes of speech to 3 minutes) including their voices of citizens or press like me. The new Gang-of-three group also openly approached and did not hide the special relationship between them and a terrorist group called the Alliance of Vietnamese People (AVP). This group is disguised in many forms and covers to deceive residents, especially extremists against the Vietnamese government.

My fear was real when the Alliance of Vietnamese People began to appear publicly at the meeting on February 8, 2023 and on February 22, 2023 then I was attacked. The first time they appeared on February 8, 2023, they wanted to send an implicit threat “if I don’t keep quiet, will there be specific next action?” True to my thoughts, on the afternoon of February 22, 2023, they publicly attacked me. I don’t know if other people (oppose them) because they are afraid of being assaulted when they see this Mafia gang appear on Feb. 8, 2023, so they don’t come to complain like the previous times?

After speaking to me about the press chair, I was immediately humiliated by a group of these mafia people using their cell phones to show my portraight. They even call me Viet communist. The rude actions and openly humiliated me were immediately intervened by Westminster police. I would like to thank the police officers who advised them to put away an end to the dirty and uncivilized game in the democratic United States as well as the covert abuse that disrupted the order of the session.

I immediately decided to leave because I suspected they would attack when the session ended in the parking lot. My concerns were not unfounded and as I expected. When I opened the door of the meeting room to leave, I had just stepped out of the hall when a member of the Alliance of Vietnam People (AVP) stepped out first and blocked the corridor outside the hall. I don’t know this person’s name and have never met him. On the website of the City of Westminster heard the introduction is Doan Ly. But someone said his real name is An (Unknown last name and in charge of IT of LMDTVN – AVP’s website)

It was around 7.30 pm. He walked over to me and asked: “Hey Nguyen Phuong Hung, what did you say earlier, about my boss Nguyen Huu Chanh” (Regarding the content of my statement, Chief Darin Leyni has a copy of what I sent on Tuesday 21- 2-2023.)

I didn’t answer and continued to walk to the door when he leapt forward and raised his fist to attack me. He’s about 6’7″ tall and weighs about 170 lbs. I’m 5’3” tall and 138 lbs. I am 78 years old this year and of course weak, so according to my self-defense reaction, I shouted loudly “Help, help, help”. I think Sheriff Darin Leyni and everyone inside the conference room heard my cry for help, so the police stopped the incident in time. I confirm this man belongs to the organization of

I am writing today to report the progress of the police on the evening of February 22, 2023 and look forward to protecting my life. From today and beyond, if I get kill, the first person the police need to investigate is Mayor Charlie Chi Nguyen and the AVP team. Because of my belief in justice and peace and security from the city, I voted in favor of measure “Y” in the November 8, 2022 election to save the city of Westminster from bankruptcy and provide additional funds to staffing for Westminster police.

I thinks I did the right thing when I went to the city council to ask questions that I think the city and its members are not transparent. It’s not because I’m a journalist that I think anyone living in any city in the United States has the right to speak their mind. The United States is a country that respects the law and respects the opinions of its citizens, so everyone has the right to participate in such agendas. I am not wrong, but the person who intends to attack me is wrong when he tries to assault me. Later in his speech, he mentioned me again. According to the law that Mayor Charlie Chi Nguyen himself as well as lawyer Chritian Bettenhauser reminded the audience before and during the meeting, people are not allowed to slander of other individuals and only talk about things related to the city of Westminster. It is well known that the spirit of the city session is to solicit opinions or reprimand if any, to target city affairs and the council only. However, people from the AVP organization close to the Mayor and Vice Mayor took advantage of the meeting on February 22, 2023 of the city council to humiliate me in public while I am not an elected officials or the public figured.

Mr. Doan Ly (?) was wrong, then when you watch the video, you will see that the city council is even more wrong to let a resident insult another resident at a forum that Mayor Charlie Chi Nguyen and the city attorney both do not prevent him from understanding that he has no right to slander and insult others with the tacit consent of the two most competent people in the meeting? I and many people have been prevented or prevented from talking about by lawyers and the Mayor, especially when I denounced Vice Mayor Namquan Nguyen. As the case I stated before, although I have in hand the court judgment of Vice Mayor Namquan Nguyen. The funny thing is that, this woman was also a Viet communist and he did not even know her background and whereabouts other than the color of the dress she was wearing.

Therefore, the act of attacking me as well as the false accusations without evidence clearly shows that the AVP group deliberately wants to destroy me with a plan.

About slandering me as a Viet communist and working for the Vietnam government, I just said it so that the police could understand the bottom line of the problem. I will not ask the police to solve it, I will go to the court to arbitrate. I just want the police to note that in case I am murdered, Mayor Charlie Chi Nguyen and Mr. Chanh Huu Nguyen (AVP) are the subjects you need to investigate. Attached is my letter to the City Manager (Christine Cordon) and attorney (Christian Bettenhauser) complaining about the mayor’s and attorney’s deliberate cover-up.

As for me, he (Doan Ly?) is carrying out someone’s order and this slander fits very well with the action of blocking my exit. He sent a message to the Alliance of Vietnamese People and to the anti-communists in the United States that I was the one to destroy. The reason I say this is a deliberate plan because the act of attempting to assault me coincides with the event on September 11, 2019 the city of Westminster passed Resolution #4953. Contents of the Resolution (please see attached figure 6, 7, 8) in which it was decided to encourage the radical anti-communist Vietnamese living in the city of Westminster and the United States to have an attitude that speaks to their determination to exclude those whom they claimed to be close to or working for the Vietnamese government (referring to me?). At this time I was going to file a complaint Resolution #4953 with the City of Westminster, but on the advice of my attorney, I should not because resolution 4953 did not name me. Until today, the event on the afternoon of February 22, 2023, has shown that the AVP group has begun to reveal its plans (see decisions 1 and 2 of Resolution 4953) without concealing it:

I boldly write this denunciation because I first feel that my life is officially at stake. Although the US has a Senior Citizen Protection Law, I don’t mind if they plot a sneak attack. Although, I still believe in the fair laws of the United States in general and the city of Westminster in particular, how do I prevent those hiding in the dark? Moreover, although a naturalized citizen is not a genuine American. I am only a Vietnamese-American, but I swore when I became a US citizen that I would protect this country, so I think that “Covering up not to accuse me of committing crimes is also complicit in crimes”, so I feel the need to speak up. I would like to send some material about Mr. Chanh Huu Nguyen aks Tony Chanh Nguyen and his organization as a threat to the general security of the community. Especially dissidents who do not follow the AVP or oppose him will also be condemned as communists like me. Did they take advantage of resolution 4953 to pay off the opponents? Besides me, journalist Khai Dao was also the target they threatened. The name of Mr. Chanh Huu Nguyen’s new organization AVP is just a cover to cover up a new bottle of old wine, but the essence remains unchanged.

I certify that all of my above statements are true and I am convinced that since the incident took place in the corridor outside the meeting room but is still within the scope of the city council, I believe that this place also has a camera recording video. That’s why inside people hear my cry for help. Remember that No one can squat above the law.
