Tôi ký tên dưới đây là Nguyễn Hùng, ngụ tại đơn vị 4 thành phố Westminster, CA 92683. Hôm nay tôi viết thư này để thắc mắc về việc thành phố đã có thể sơ xuất khi cứu xét quá khứ của 2 ứng cử viên Charlie Chi Nguyễn và Nam Quan Nguyễn.
Ông Nam Quan Nguyễn đã có hành vi xấu và đã từng phải từ chức Ủy viên Giao thông vì vi phạm nghiêm trọng nghị quyết 4953 của thành phố năm 2019. Ông Nam Quan Nguyễn cũng đã lạm dụng làm quảng cáo tranh cử mạo danh OCFA. Ngoài ra từ năm 2014 đến nay ông Nam Quan Nguyễn đã bị sở thuế California (FTB) tịch thu xe vì thiếu thuế; ông cũng đã thiếu đạo đức gia đình khi bị tòa ra lệnh cách ly sau khi ly dị, không trả tiền cấp dưỡng 2 người con; vi phạm luật lệ giao thông thậm chí đã bị tạm thu hồi bằng lái. Trước đây hội đồng thành phố cũng có nghị quyết với tên: “A resolution of the Mayor and City Council of the City of Westminster censuring Vice Mayor Chi Charlie Nguyen for unacceptable conduct”, vậy quý vị nghĩ sao khi ông Nam Quan Nguyễn trong thời gian tranh cử đã dùng chính kênh youtube của ông là Trust Media và các đài phát thanh Việt ngữ với những ngôn ngữ vô văn hóa, vô học nhục mạ cử tri và loan tin thất thiệt.
Tôi viết thư này yêu cầu một là ông Nam Quan Nguyễn nên từ chức Nghị viên vừa đắc cử nếu ông còn tự trọng; hai là thành phố nên có biện pháp qua tư cách một người từng vi phạm tội hình sự thì có xứng đáng đại diện cho cư dân khi chính ông không xứng đáng là một công dân gương mẫu.
Tôi đính kèm lá thư trả lời của Bộ trưởng Tư pháp tiểu bang cho tôi về khiếu nại về hạnh kiểm của ông Nam Quan Nguyễn.
Ngoài ra tôi cũng yêu cầu Ông Thị trưởng vừa đắc cử Chi Charlie Nguyen và Nghị viên Nam Quan Nguyễn vui lòng cung cấp cho tôi các bằng cấp đại học và hồ sơ nghề nghiệp mà 2 người đã khai trong tiểu sử khi ra ứng cử.
Cuối cùng, tôi xin luật sư thành phố vui lòng cung cấp điều lệ cho công dân khi ứng cử vào các cuộc bầu cử của thành phố. Quý vị nên nhớ cử tri vì công việc sinh kế không có nhiều thì giờ để tìm hiểu mỗi ứng cử viên. Nhiều người không hiểu cách sưu tra Google hoặc không biết thủ tục nên có thể đã cũng đã bỏ phiếu lầm người qua những thủ tục thiếu sót bởi thành phố.
Tôi trong tinh thần giải quyết sự việc một cách ôn hòa và thân thiện nên viết thư này. Nhưng tôi sẽ có thể vạn bất đắc dĩ phải dùng đến luật pháp là chuyện ngoài ý muốn, mong quý vị thông cảm.
Vui lòng trả lời trong vòng 25 ngày nếu không tôi sẽ chính thức tống đạt đơn kiên thành phố.

Subject: Request the city to provide a procedure to screen candidate for council and mayor position of the City of Westminster?
Ladies and gentlemen,
The undersigned is Nguyen Hung, of Westminster, CA 92683. I am writing today to inquire about the city’s negligence in considering the background of two candidates Charlie Chi Nguyen and Nam Quan Nguyen
Mr. Nam Quan Nguyen has committed bad behavior and had to resign from the position of Traffic Commissioner for serious violations of the city’s resolution 4953 in 2019. Mr. Nam Quan Nguyen also abused his advertisement campaign as an endorsement from OCFA. In addition, from 2014 to now, Mr. Nam Quang Nguyen violated too many criminal lawsuits such as had his car confiscated by the California Tax Department (FTB) for lack of tax; he also lacked family morality when he was ordered by the court to isolate after a divorce, not to pay alimony for 2 children; Violations of traffic rules have even had his driver’s license revoked. Previously, the city council also had a resolution with the name: “A resolution of the Mayor and City Council of the City of Westminster censuring Vice Mayor Chi Charlie Nguyen for unacceptable conduct”, so what do you think of Mr. Nam Quan Nguyen during his election campaign used his youtube channel named Trust Media, and Vietnamese-language radio stations with uncultured languages. a culture of slandering voters and spreading false information.
First, I am writing this letter to request that Mr. Nam Quan Nguyen should resign from the position of the newly elected Council member if he is still self-respecting; Second, the city should take action as a person who has committed a criminal offence, is it worthy to represent residents when they themselves do not deserve to be an exemplary citizen.
I attach the letter of reply from the State Attorney General of California to the complaint about Mr. Nam Quan Nguyen’s conduct.
In addition, I also request Mr. Mayor-elect Chi Charlie Nguyen and Councilmember Nam Quan Nguyen to please provide me with the university degrees and professional records that the two have stated in their bios when running for office.
Finally, I ask the city attorney to please provide the charter to citizens when running for city elections. You should remember voters because livelihood jobs do not have much time to get to know each candidate. Many people, especially ESL Vietnamese do not understand how to use Google or do not know the procedure, so they may have voted the wrong person through the incomplete procedures by the city.
I am in the spirit of resolving the matter peacefully and amicably, so I am writing this letter. But I may be reluctant to resort to the law, which is unintended, and I hope you understand. According to the suggestion by State Attorney General Rob Bonita.
Please respond within 25 days or I will officially serve the city petition.
